Rear Quarter Panel Access To Fix Dent

I have a dent in my driverside rear quarter panel. Someone backed into me in a parking lot and long story short, the other driver lied to the insurance company about the accident and now the insurance will only pay half of the bill (I don't have collision coverage). The dent can be easily fixed (my father used to do body work). There are no creases and it is in the top half of the panel.
I haven't taken it apart yet to work on the dent. Can the panel be accessed by taking the interior panels in the cargo area out? Or can it be gotten to under the wheel well?
