The temp sensor has been changed the computer has been changed. reman com.The modis sees the correct temp -39 unplugged. 249 if shorted. There is 5v presant . No vacuum leaks fuel pressure stays constant. fans dont turn on till 223 when they do turn on at that temp they make car start idling up untill about 3000 rpm. Bought new iac to check and same thing. Help..

Strange symptoms - the fans have two speeds. Do they go on when you turn on the AC. The only time the idle should increase is when the AC is turned on, so maybe you have a short between those circuits. Or, one of the cam or crankshaft sensors is off such that the computer reads the wrong speed when the fans go on. Just some suggestions.
